some thoughts:

  1. in general, "invalid" data should happen at the database level, e.g., insertion fails if a non-date is inserted into a date field. at this point, invalid records should be returned for review; the remaining records should be preserved. when invalid records are fixed*, the upload can move forward as normal. however, our database allows negative floats for salary amounts. i think this is ok, and that the validation of positive salaries can happen at the same time as sanity checks (+/- 5%, for people we can link).
