Collection package breaks constraints about collection HOT 3 CLOSED

I think we're going to revert the change to list, which include reverting the version pub to pkg/collection

The revert will resolve this issue

Independent of that, I do want to advance the version numbers of the "core" packages to 1.0.0. Since it apparently breaks a lot of stuff, I should do it as a separate CL.
