Hi Shanchao,
from the looks of it, you forgot to initialize the variables of your model.
Try to run the following before you train or use the model:
init_op = tf.global_variables_initializer()
sess.run(init_op)
Also, Spektral is not fully compatible with tf.keras for now, because it has some differences w.r.t. to the original Keras.
I will probably add support once TF2 stable is released.

Thanks. I'm not very family the tf.keras, so I thought it would automatically initilize the varibles, just like keras...
