Deleting an entire election, a contest, or a candidate errors when contest counties have votes about electiontracker HOT 3 CLOSED

The work around for this is to remove the counties with vote results from the
election first using the counties form. This properly deletes the corresponding 
vote
results and then other deletions may be completed safely.

We've decided this is not an error - but how the code is intended to run. The 
user 
needs to manually clear things out or use the newly working "clear vote" button.
