Note: This is going to become a problem when we start asking Travis to run ./manage.py behave since TESTING = True is required for that to work.

I dont know if this is out-of-scope of your ticket, but it seems like this:
File "/opt/dev/atmosphere/core/models/group.py", line 221, in save
set_provider_quota.apply_async(args=[str(self.identity.uuid)])
should be something we want to avoid in a test/dev environment.

Yup. That's a very good point. We should not use Celery 'eager' mode when testing:
