I think that in order to fix this we first need to determine what a "list of bytes" would mean for a cidr ( I couldn't find any examples or references in the code for the intended behavior).
I suppose it could be either of these two:
['10', '0', '0', '0', '25']
['10', '0', '0', '0', '/', '25']
And we'd need a bit of logic to determine if we're dealing with ipv4 or ipv6.
