Since this was the second dedicated server that failed to launch, and with all the issues with Server 2019, I updated it to 2022, and the server launched without issues. AMP seems to be experiencing issues with 2016/2019 at present.

This isn't an issue with AMP necessarily. Game servers don't work with the NETWORK SERVICE account under Windows in some cases. The newer Windows Server versions solve this though.
