What unit tests are these? My solution is to separate out the tests that take a long time to run into a separate intense_tests binary which I don't run as often.

He's referring to chain_bench, not chain_test. Admittedly, as it stands now, it's a pretty sorry benchmark. We need to come up with a faster unique naming scheme for allocation targets.

OTOH, it's worth noting that, unlike 1.0, we only process genesis at the beginning of chain history (i.e. before processing block 1), not at every single startup. It can be slow, but right now it's too slow.
