Hey,
just to clear some basic stuff: this library is for ESP8266 and NOT for arduino boards. If you have an ESP8266 microcontroller and you are using the arduino ide to program it, this case and only this case can you use this library.
Also we need more information on your problem. How does it not work? Does it compile? Does it upload? Does it run (send stuff to serial)? Try connecting a normal led to the output pin. Does it blink fast, when it supposed to send something? Or it remains dark? Try an other pin.
If it blinks, then it doesn't turn on the TV (or whatever you want to use it for)? Can you try to use an other esp8266 (or an arduino) with IR receiving code and see if that one can receive what the first one is trying to send?
