I will accept a PR that adds a callback function that would return the VR given a tag for implicit transfer syntaxes. This would allow anyone to implement a data dictionary but keep it outside of the library. I really don't want to be responsible for maintaining or supporting a data dictionary since it changes so frequently. If someone wants to create a data dictionary github repo and maintain it, I would be happy to add a link to it.

@chafey - yes, but I'm not sure timing on when I'll get around to it...hopefully within the next month. If you'd like to do it before then, feel free.
