Such modifications would require major refactorings and structural changes in how skyblock operates...
But they're possible. Just unpractical.
Right now we basically have one huge area. If we were to reproduce the mechanisms currently in place to determine new positions and create islands, and had tools to decide how many of those areas exist and where their central points are, we could theoretically do it.
(the players can create bridges themselves though, they already do)
