Or...we could simply not build RPMs and generate say one or more ostree refs, and teach rpm-ostree how to overlay ostree refs on top.
(The downside of this would be that if you're e.g. hacking on systemd, you'd potentially have old binaries lying around that weren't directly replaced)

Closing this as unplanned. We do have an easy way to get overrides in as mentioned in #79 (comment) but no plans to do anything further here.
