Composer Installers actually ignores the vendor directory completely when it discovers a type
that is supports. If you were to remove vendor-dir
you'd notice that your moodle-block
is still installed in the same place.
You can prefix/customize the install location of any dependecy that uses Composer Installers on a per-project or per-type basis using the Custom Install Paths.
For your example, you'd probably want something like this:

I don't think the default behavior should be to prefix when vendor-dir
is set. Given a scenario where you have installer supported packages and traditional libraries, but you want to rename the folder for the libraries... e.g. "vendor-dir": ".vendor"
.
Instead, I believe it would be ideal to support {$vendor-dir}
in the template transforms for the installer paths.
