is the repository name (i.e. excluding the username)

what we currently have is fine. component-create(1) is meant for any empty dir, we could maybe have
component-init` to create the component.json in an existing dir

I do think component-init
for a potentially empty directory would be more useful, especially given the integration with github
and the large number of legacy libraries that need to be adapted.
