I also encountered the same error on a different file.
Looking into the source, I discovered that it happens when a row has no cells
(somehow), in particular the followng piece of code triggers the error - in
getCells function (xlsx version 0.5.7, Cell.R:31-33)

      minColIx <- .jcall(row[[ir]], "T", "getFirstCellNum") # 0-based
      maxColIx <- .jcall(row[[ir]], "T", "getLastCellNum")-1 # 0-based
colIx <- seq.int(minColIx, maxColIx) # actual col index

both getFirstCellNum and getLastCellNum return -1, so the colIx is a vector
with negative values, and then when getCell is called on colIx, the error
appears.

The solution can be to add a check for no cells, e.g. change the 3rd line to
     colIx <- if (minColIx<0) numeric(0) else seq.int(minColIx, maxColIx)
