每个 issue 的章节 label，我只能把 label 细化到章，具体哪一节有点太细了，我也不太清楚先后顺序，最终我弄了一个 chapter/0-4 的 label

都可以的，但是之后新增的页面怎么创建 issue（持续维护这块），可能还得再讨论一下
