gcf apps reports crashing app as "started" about cli HOT 3 CLOSED

We clearly have a bug here. I've seen the opposite case where an app is running but gcf shows it as down. We'll get this cleaned up in the next day or two.

@glyn This is a tough one to truly fix without significant work on the API. We've instead attempted to clean up the labeling to better explain what you're seeing.

In your example above, the first 'state' has been relabeled 'requested state', which reflects what you have asked us to do, in this case start your app. This data comes from a summary endpoint, which does not give us full access to the status of each instance, but this information is still valuable. The 'status' column in the table has been relabeled 'state', which does in fact give us the explicit health of each instance.

We've made each of the conflicting values -- requested state, instances, and state -- the same color, which should draw your eye to the differences. I know that's imperfect, but it is at least technically correct.
