I'm not really familiar with Packer, but it's too bad there isn't an option to resume in that case. It takes quite a while to get there..

@qgrosperrin I know 🙁 debugging these builds can be worse than pulling teeth. I'm working on one massive commit (probably not good practice, but oh well) that resolves a bunch of issues. However, let me provide you the code that fixes this issue in the meantime:

In Packer/scripts/compile-dotnet-assmblies.bat, replace the entire file with this:
