Water Quality Portal about datasets HOT 3 OPEN

There appear to be three data sets here; sites, sample results (phy/chem), and sample results (bio). The sites data was downloaded without error (72.8 MB ZIP file with a CSV consisting of 2,483,824 records (SHA1(csv): 762424d03b8e8d787057b27c85b45197b1cbf55e).
The site is giving errors for the other data sets right now.

It appears that there is already effort on this item, tracked at the Azimuth project (https://bitbucket.org/azimuth-backup/azimuth-inventory/issues/38/wwwwaterqualitydataus). Why have these efforts splintered?

"Splintered" because duplication is not considered a serious problem for the overall project. Given our serious constraints, ALL efforts are considered tentative. So, it is better to, by chance, get duplicate copies of the same site, perhaps using different techniques, than to insist upon a canonical one. Also, in a situation, in the early days, when we did not collectively know what we might be facing in terms of active opposition, extensive collaboration among groups was seen as risky and counterproductive.
