Cleanflight config is easily installed via the Google Chrome App Launcher. Clone the Repo means you are going to take the files here on Git hub in the Repository (repo) and copy them (clone) them on your machine locally (ex. on your Desktop). You would only do this if you wanted to participate in the Open Source project.
What I think you want is to be able to configure you multirotor via Cleanflight Configurator correct? The link to install the app is here https://chrome.google.com/webstore/detail/cleanflight-configurator/enacoimjcgeinfnnnpajinjgmkahmfgb .
If you are having a network issue, this is beyond the scope of cleanflight, and you need to Google how to repair a network, or re install Chrome App Launcher. Best of luck, I hope I was helpful.
