Parse out the numbers and ditch the rest?
Raise an error/alert if there's no parseable number?

I believe so. What districts do we care about? I can imagine that in Lousianna they might have parish names. Do we care about that?

Congressional districts are all numbers. Are you thinking State House and Senate districts?
