When someone submits a topic is it required they(submitter) be the presenter? And, can topics be added only for the next monthly meeting or do they stay around until presented at a meeting (or purged by cold-hearted admin???).
I think it would be interesting to have a set time period (a few days prior to meeting date?) to allow topics to be submitted. If a presenter is not set, any member could pick up the topic and be the presenter. Topics could be voted on or just chosen by the admin. I think I've seen similar scenarios on the mailing list where a topic is 'chosen' and speakers are called upon.
This scenario would have a topic float in pending state until attached to meeting or purged.

I think the best place for discussions is on the mailing list.
I'm not sure if there should be a library of topics floating around. Even if there is a library, I don't think there would be enough active viewers to make voting meaningful.
I think I'm going to go with helping the current workflow instead of trying to replace it for now.
