The below section of the template makes a lot of sense for bugs. How does it make sense for features?

This is where it becomes complicated. Template that we can have is single file but there are different types of new feature requests: new behavior (same config), new property in module to make new behavior, removal of property, creation of new module, some uncategorized request.

So we are limited to what we can ask from user. So we decided to keep users sharing details of what they have: version of checkstyle, files that they deal with, config that they have or dream to have. Expected behavior (location of violation) on exact lines.
Having such information helps us a lot to translate request to our brains.

Sometimes we just tell people that they need to update version and got what they want :).
So all details matters and helps.

If some sections are not applicable, user can do whatever he wants with them, and we will cleanup ticket to make it more clear for us. So users do his best to match template, and in end result we got something that is more clear for us and we can work with what we got further and update ticket together to finally align with author on request.

whenever I ask for a feature it's usually a rule that doesn't even begin to exist (that I could find/figure out).

We need from you imaginary configs and imaginary output to share your ideas more clearly. It is not easy to read somebody else mind.

We might miss some words in template to make it clear for contributor what we need, please share how to improve. Template file is in fit so you can send quick PR and share improvements that would help random person from web not be frustrated or confused.
