Hi!
No, Finamp currently doesn't report playback when in offline mode, and Jellyfin or the Playback Reporting plugin currently offer no way to submit playback data for past playbacks.
There is a PR that aims to support storing playback data during offline playback (jmshrv/finamp#521), but there's little use for it at the moment, because as I said, Jellyfin doesn't support the use case yet.
Regular online playback is supported for all Jellyfin clients that support it (web, Finamp, Symfonium, Feishin/Sonixd are the ones I know of).

Just a note, if you downloaded songs in Finamp it will actually use the downloaded songs instead of streaming from your server, even if you are in "Online" mode! So just download as much as you can, and you should get the best of both worlds :D
