We were having some issues with PIL so we removed from requirements.txt and added pillow (which is a drop in replacement) in requirements-test.txt.
If you are having some issues you can manually do pip install PIL or pip install pillow and that might fix it.
That said we need to find a permanent solution to this problem.

Actually, installing the requirements-test.txt fixed the problem. The only
problem is, it doesn't work OOTB if you don't install requirements-test.txt.
