You mean you want use the virtual-cam but not using OBS?

I want to use OBS, but also use its virtual video device for other software like VLC

Alright. What you want is basically the whole feature of this plugin , so the answer is yes .
And you can install only 32-bit or 64-bit by using compressed file , but I don't recommend it because some 3rd party software needs 32-bit camera and some needs 64-bit , it's not easy to recognize what they need.
And obs-studio does not support Windows XP , so obviously a plugin of obs is not XP-compatible.

Directshow is only for Windows. You can find installer or compressed file in release page.
