Add an "Edit and Re-run Test" option about webpagetest HOT 3 CLOSED

I'll see if I can implement at least part of this this weekend. The risky parts are auth and scripts which may contain private information which could get exposed if you go to edit someone else's test that they shared with you. I'll do the safe fields first and then consider ways to handle the others (maybe only allow the other fields when the person editing the test is the same one that initially submitted it).

We're in the process of cleaning up issues on this project in order to ensure we're able to stay on top of high priority bugs and feature requests.

As a part of this process, we're automatically closing any issues that have had no activity within the last two years, including this one, since the codebase has changed dramatically in that time.
