The issue seems to be that carp-repl was not created in that folder:

$ ls ~/Code/Carp/bin
carp          carp-inferior carp.bat

Oh, I see. Did moving it there fix it? What target did you use for cmake?

I cloned the repo and ran cmake .

Oh, you probably need to run make afterwards, cmake only generates the makefile (I should point this out in the instructions).
