From envoy upstream issue grpc/grpc-web#907, we see that
This is a general error that Envoy cannot connect to your backend service.

The issue was that were missing static.resources.http2_protocol_options field that upstream envoy.yaml has.
As the docs mention:
Precisely one of http_protocol_options, http2_protocol_options, http3_protocol_options must be set.
PR Configure envoy-operator for CKF 1.8 introduced this but it turns out that when there is no parameter/value, envoy_data_plane SDK doesn't render this at all. In order to overcome this, we need to set the (required) parameter stream_error_on_invalid_http_messaging to its default value (False)
from envoy-operator.
