Looking at the data on waste on a national level from eurostat, it's possible to get the input of waste products into CHPs and similar technologies. However, the output (heat and electricity) from these same technology classes does not distinguish between input energy streams. So, it isn't possible to tell how much of the produced heat/electricity has come from waste vs biofuel, gas, etc.

based on that, I would include a. the available waste as either an additional carrier or combine it with biomass, and b. set a minimum CHP energy production in each region based on national production from those sources. This would at least ensure that countries which are dedicated to CHP (from waste or other sources) are pushed to have CHP in their decarbonised systems.

Some countries have a lot of scope to increase their WtE: https://www.cewep.eu/wp-content/uploads/2020/01/CEWEP-Municipal-waste-treatment-2018.pdf but we'll ignore that for now. Total available waste energy in 2018 was ~250 TWh, including Switzerland. This compares to ~ 1000 TWh available biofuels in the euro-calliope.

The plan is to distribute WtE resource by population, since waste production will be proportional to population density and if they generate heat, the WtE plants need to be close to population centres.
