Thank you very much for this bug report! This triggered me to do a major, deep investigation of the function parameter parsing, and I completely reworked it based on thorough tests. You should find that this now works correctly in release 3.1.0, which I just tagged.

Here's a code snippet showing how to define the items in CleverBird as you've described:

func getArrayFunctionsAndUserMessage() -> (functions: [Function], userMessage: String) {
        let parameters = Function.Parameters(
            properties: [
                "locations": Function.Parameters.Property(type: .array,
                                                          description: "An array of names of the cities for which to return the current temperature",
                                                          items: Function.Parameters.Property.ArrayItems(type: .string,
                                                                                                         description: "An individual city name, such as Phoenix, AZ, USA.")
                                                         ),
                "format": Function.Parameters.Property(type: .string,
                                                       description: "The temperature unit to use. Infer this from the user's location.",
                                                       enumCases: ["celsius", "fahrenheit"])
            ],
            required: ["locations","format"])

        let getCurrentTemperaturesFunction = Function(name: "get_current_temperatures",
                                                             description: "Gets the current temperature for all of the requested cities",
                                                             parameters: parameters)

        return ([getCurrentTemperaturesFunction], "I'm in the UK. What is the weather like today in Bangalore and New York City?")
    }

Please give it a try, and let me know if you run into more issues. I very much appreciate the insight.
