Same problem (exactly) with Debian buster. Manual installation did not work. Precisely, it appeared in gnome-tweak-tools but grey and an error. Clicking on the gear only shows the same error as mentioned.
UPDATE:
Made it work : first, I realized the first time I ran the given manual installation as root instead of user, and thus it was installed under /root/.local/... instead of /home/username/.local/....
So I corrected this (ran as user) and fully rebooted (not just logoff/on). Now it works flawlessly :)
