Provide NIT/SDT in XML about mumudvb HOT 3 CLOSED

Even as binary blob would the tables be nice ... (EIT in my case), then I don't have to worry about reception, and can pull it via HTTP combined with #25 this would allow to only parse EIT when it has changed.

mumudvb only has to compare the table with the one saved from last reception, and on change pull the trigger on the notify (whatever that is http/snmp/), and the parser can collect the data from the webinterface.

With the newer autoconf, you can also send only the pids below 18 to the
channel you specify

just add
