This fix does not seem to work if there is also a step value set on the hour range:
0 9-16 * * * : Between 09:00 AM and 05:00 PM
0 9-16/2 * * * : Every 02 hours, between 09:00 AM and 04:00 PM

@nxn I am seeing the same issue as well with running a job M-F 7-19, it has the final hour off by 1 hour just like in your example above.

@nxn 7-19 displays "Between 7:00 AM and 8:00 PM" because technically, the cron would apply all the way through 7:59 PM. The "between" word is supposed to indicate an exclusive (rather than inclusive) time. Hope that makes sense.
