Yes it did run just much later. Probably due to me manually running the script a bunch which kept extending the time. I assumed (incorrectly) that it will notify on the first run but that just creates the files and sets a time/date for the first popup.
Appreciate the software. The fact it is considerate of screen assertions is very helpful.

I completely missed this part of the documentation
If not set, the user will start to receive notifications the second time the script is run based on the re-notification period. Date can be supplied in epoch seconds or string format (e.g. Sep 03 12:34:56 -0400 2019).
