Implement PE and ADP usage impacts about boaviztapi HOT 4 CLOSED

Current calculation to be used is:

• ADP = ADPe
• PE = ADPf / (1-%RenewableEnergyInMix)

For France :

• ADPe can be found in the "Base impact" (https://base-impacts.ademe.fr/) under the category "Utilisation des ressources des ressources minérales et métalliques"
• ADPf can be found in the "Base impact" (https://base-impacts.ademe.fr/) under the category "Utilisation des ressources fossiles"
• %RenewableEnergyInMix can be found in yearly RTE reports (https://www.rte-france.com/eco2mix/les-chiffres-cles-de-lelectricite)

As per 2019 en France, we have for 1kWh of electricity use :

• ADPe = 4.9 e-8 KgSbeq
• ADPf = 9.3 e+0 MJ (data from average over 2008-2011 period)
• %RenewableEnergyInMix = 21%

Impact factors compilation

• I compiled impacts factors from BASE IMPACT for each country :
• I changed gwp_impact_factor from BP (2019) to BASE IMPACT (2011) :
  • +++ More countries are avaible, public source
  • --- Oudated
• I compiled two datasets for %renewable_energy one from Eurostat (only for european countries and UK) & from wikipedia (taken from IRENA, EIA and other).

Eurostat data consideres the % of renewable energy in heat, electrical, transport and industrial consumptions.
