Okay, the sessions are normally closed atexit, so that behavior was expected. The following incantation of nosetests will prevent the memory explosion: nosetests --processes=1 --process-timeout=60 --process-restartworker.
If the python session is closed via a signal that python cannot intercept, the octave session will remain open. I added a kill_octave function that calls the platform appropriate killall function.

I updated kill_octave to kill processes called octave-cli as well c1d9739.
