Explaination:
Those are distribution (or other) packages. You have to use the normal package manager to remove those, because they have dependencies, or rather they are dependencies of other packages that mainline didn't install and doesn't know about, and can't automatically find and include in the uninstall.

The mainline app only barely knows about packages that it didn't install itself or that didn't come from the mainline-ppa site. It knows that there is an installed kernel package named linux-image-generic-hwe-22.04, but it doesn't know that the distribution also has these other empty meta-packages with more generic names like linux-generic-hwe-22.04 and maybe even linux-generic-hwe that "depend on" the more specific packages that actually have the kernels or headers etc.
