There is the google_compute_region_disk resource in infra/boot and then there is nomad_volume resource in application-support. I thing it is right to have it there, since is a resource that is request by an app.
Anyway we need a nomad endpoint to mount the volume.

Mounting a volume at workload level is too much and shouldn't be done by an end user. Comparing to Kubernetes, it is like living the someone else, not infra maintainer, handling PVs.
The admins will provide the volumes and then the endusers, in "workload", will let their jobs' allocation claim for the volume.

At the moment Nomad with CSI doesn't provide dynamic provisioning. So you have to provisioning it to the users manually..the user shouldn't do it.
We can move that to workload with acl active. It could be a nice demonstration of Nomad's storage and authz possibilities!
