For anyone stumbling across this issue in the meantime, you can fetch the public key right now with:
kubectl proxy &
curl http://127.0.0.1:8001/api/v1/namespaces/kube-system/services/sealed-secrets-controller/proxy/v1/cert.pem
kill $!
(and several other methods - see docs)
from sealed-secrets.
