You are confusing orderId and clientOrderId in that issue quite a bit, clientOrderId should be unique per account and per pair AFAIK.
The rest of your question is mostly answered by using a userData stream, as you will see an event for the new order there.
How you want to handle that on your end is obviously up to you.

Okay so there is no way to do this without using websockets?
And I assume that even websockets could fail to send in cases that cause this kind of unknown error.

you can always call the openOrders endpoint to verify if the order is in order book when you get that error that would be an non websocket solution
