The rpi-clone Example Runs answer your question:

If you boot from a SD and want to clone to USB/SSD:
#Indentify the target disk with:
sudo fdisk -l

For example, it will be sda (/dev/sda). Then:
rpi-clone sda

Now, remove de SD card and boot from SSD.

If you booting from the USB/SSD and want to clone to an SD Card:
#Indentify the target disk with:
sudo fdisk -l

For example, it will be mmcblk0. Then:
rpi-clone mmcblk0

from rpi-clone.
