Would be nice to put the change list per release in the pre\release tag description. Then it saves doubling up and it's easy to view the history.
It's then just the process of how the change list is created and bundled.
For that I think a simplified change explanation in the PR comments (outside the commit desc) could then be bundled in to the final release description.

There are other projects that do it. An automaticly build change log is a commit history of what changed in the code, it isn't details of what changed for the end users.
