Display passphrase entry prompt sooner about bails HOT 3 OPEN

in order to cover the situation correctly where the user already has a locked Persistent Storage created, we can't do this, without creating advice for that situation I'd rather avoid since they may accidentally delete their own data.

However we can close this issue by checking that there is NOT a persistent storage (before launching tps) then display the passphrase entry as soon as there is.
When there was one to begin with, we must wait until it is unlocked.

I implemented the solution of popped the dialog as soon as Persistent Storage partition "is-created" but it takes the exact same time as before because the system is heavily loaded (at least a 2 core 2GB RAM VM is) during tps setup and it doesn't respond until it reaches the former place.

May pop up sooner on a more powerful machine. IDK, but #183 closes this issue because it's the only sooner milestone we have to try to pop up the entry for spaced repetition.
