Players can disable creeper damage completely, and admins can disable creeper damage for island visitors, so visitors could not grief other player islands.

However, if you want an option to disable just creeper block damage from game, I think it kinda defeats a point of having creepers. Wouldn't it be just better to remove creepers at all and give players other sources of gunpowder?

Also a note: you already can get datapacks that removes creeper block damage.

The only thing I could see useful would be to allow set gamerule per gamemode, but due to the simple fact, that no one wants to disable villagers from picking up crops, I doubt anyone actually needs that.

In general, my personal thoughts about this:
If you really think that creepers are too hard to handle, then either disable creeper damage, or remove creepers completely.
