UPDATE: Turns out that this does create a bunch of New Group items -- but you can't see them until a project is added.
My original intention was to create a group and then put a project in it, rather than the other way around.

UPDATE: Removing the lone project will again hide the existing groups.
The "Sadly, you have no projects" screen ought to appear when there are no projects -and- no groups.

I had the exact same confusion. Tried to create groups to organize the many projects I already added but seemingly nothing happened.
Just like @wls I would expect that the newly created group appears immediately and I can drag existing projects into it.

Hmm, turns out, the issue only occurs if I use the + button. The group appears to me if I create it from the hamburger menu.

Fixed for Beta 2. The "New Group" option is now not available in the Projects Popover if there are no projects or frameworks in the app. It IS available in the Projects Sidebar because the sidebar never hides the list to show a "no projects" message.
