One option is to attempt to convince the galacticraft devs to add an option to enable the overworld to act like mars in terms of oxygen, gravity, and temperature.

Another option is to have a modder recreate what we need from galacticraft in a small mod designed to specifically for use with this modpack.

Such a mod would need to be able to:
-- change the gravity of a dimension
-- add a "temperature" mechanic to be used in other things later
-- add oxygen sealers, capable of detecting if a room is sealed
-- add spacesuit and tank
-- various other things

We need to make a custom dimension and biomes that can be tweaked to suit our needs. Realistic martian terrain, with big rocks, flat lands, dunes, and lots of dust. Custom sky colors as well, something like Galacticraft's sky.

Consider using biometweaker to create the biomes.

This would allow us to transform the overworld into mars, which would be the best bet IMO.

An alternate idea would be for a modder to create an alternate mars dimension for us using galacticraft's api, not sure how feasible this is.

I need a way to mark something as needing oxygen to work. Maybe they could turn into a "frozen" version if they did not have oxygen. Preserving the data of the tile entity until oxygen is added. Or even destroying the block completely by replacing it with a dead bush or something.

Hopefully it would be something that is configurable with json files or something, where I can designate what tile entities need oxygen to work.

Things which will need oxygen:
-- saplings; trees
-- beehives
-- crops
-- plants of any kind

This would need to either tie in with galacticraft's oxygen system, or the one in the potential mod we need. Related: #2
