From conversation with @viviandien:
- For each point A, find distance to nearest point B
- Find the maximum of these distances
- For the resulting point A, find the 10 closest point Bs
from encompass.

@ericboucher This requires returning not just the closest provider id, but the 10 closest provider ids for a given rp id. What do you think - new API? Reuse an API? Punt on this for now?
