The release packaging process has been documented in build.md

I'm not sure this can be scripted completely. When it comes to automating anything to do with git commits there are two issues:
- Merges of branches can fail.
- I'd be concerned that it would commit something that shouldn't be committed.
We can script stuff like version bumps and pushing everything to the appropriate spots, but the rest really should be manual.
