It turned out that the request parameter desiredProperties breaks the API call. It seems that the request schema has changed since the code was written. (See https://docs.microsoft.com/fi-fi/azure/iot-hub/iot-hub-devguide-device-twins#desired-property-example)
I managed to fix the error by removing the lines

    if 'desiredproperties' not in keys:
        payload_json['desiredProperties'] = {}

from iot_hub_helpers.py. After this change I managed to get the Web App working. The devices are now connected and I am able to create new devices.
As a side note, to get the code working, I had to fork my own copy of the repository, unzip the file binaries/WebApp.zip, change the file iot_hub_helpers.py and rezip the file.
